    "content": "This document also recommends that the tribunal relies on both local and international law. Why? International law applies to everyone, irrespective of whether their states are party to the Rome Statute. Therefore, if, as a nation, we fail to address crimes against humanity, issues of gross human rights violation and genocide, the international community is entitled, on their motion, through the International Criminal Court (ICC), to commence investigations, and to indict anyone found to have committed those offences."
