    "content": "My learned friend, hon. Karua, has talked about police reforms. I cannot help but talk about the police. I have lived in a country without an executive police force. I lived for some time in Uganda in circumstances where there was not a police force, or anything that you can call a police force. In fact, the civil policing of the state was in the hands of the military. It is something that I would not want to live or experience in my life again. This is because the police play a very important and special function in a society where people believe in democracy, limited government and civil liberty. But the police force, if it is not working within a framework of any law or value, can overstep the mark."
