    "content": "Thank you, Madam Temporary Deputy Speaker. I will start by congratulating the hon. Phillip Waki. As hon. Orengo said earlier, he is a jurist of impeccable record and judge and lawyer for whom we have the greatest respect. It was not an easy task, going by the challenges that Justice Waki and his committee faced. Indeed, it took not just the dedication to their task in execution of their terms of reference, but also courage to actually come up with the kind of recommendations that they did."
