I want to sincerely apologise to the House because the answer I had received from my officers was in anticipation of Parliament being reconvened in March. Therefore, when they said that the cheque was ready, they did not know that Parliament would be recalled in early January. That was a mistake on the part of my officers. I identified the officer who gave me the wrong information and disciplinary action will be taken against him. I apologise."
