    "content": "However, Section 3(b) of the Act which states, \"The National Assembly may, by resolution, approve the increase of the limit of any contingent liability specified in Section 3 or Section 3(a)\", allows the National Assembly, by resolution, to approve the increase of the limits of the contingent liability specified under Section 3(3)(b) of the Act. By ordinary and express interpretation, the total contingent liability may be varied to increase the ceiling notwithstanding the provisions of Section (3)(3). Parliament did this by its resolution of 8th July, 1993."
