    "content": "Mr. Speaker, Sir, you will also notice from the Sessional Paper that we intend to repay this loan within 12 months, and the rates that I have quoted will be applicable to the dollar for that period. We are going to repay in 12 months, although the arrangement allows us to borrow for a period of three years. The reason why I have decided that we will pay within one year is because, within one year, the maize will have been sold to the millers, and they will have paid for it. If it has to take three years, the money that accrues from the sales will have been held by the National Cereals and Produce Board (NCPB) for this period, and I do not think that would be wise for a variety of reasons, which I do not think we have time to explain. The major point is that I do not want people to fall into temptation over that period. So, we will repay in one year."
