    "content": "Thank you, Mr. Speaker, Sir. I stand to oppose the amendment. My area is one of the most hit by famine in this country. While I appreciate the concerns raised by all my friends, we have gone out of our way, as Members of Parliament from that region and agreed to start contributing Kshs250,000 from our own salaries to save the situation. Since the Government has come up with such a good proposal, I oppose the amendment and support the guarantee."
