    "content": "seems like there is no systematic mechanism by the Government to follow the issue up and take action. There seems to be inadequate facilities. Every time you hear victims complain that they are told by the police that they do not have enough vehicles. If one requests for a helicopter to do an overhead search, he or she is told it is not available. It also seems like there is a great deal of laxity by those supposed to pursue the animals. This could be because they are directly not involved themselves."
