    "content": "Mr. Temporary Deputy Speaker, Sir, I appreciate that some of these things happen because of competition for pasture, the difficulties some of our farmers are going through and lack of alternative means of livelihood. Therefore, this matter cannot be resolved until we address the wider issue of socio-economic conditions and other alternatives that are possible to farmers. I agree that we must have stronger intervention in terms of developing those communities. With regard to others who are forced to take certain actions because of under-development, it is important that beyond what Members of Parliament, local authorities, Non-Governmental Organisations (NGOs) and donors are doing in those areas, we need to do much more so that residents of those communities do not feel that the only way for them to survive is to have livestock and if they do not, they have a right to steal from other communities."
