    "content": "Mr. Temporary Deputy Speaker, Sir, I would like to call upon my colleague, Mr. Letimalo and others who are affected, especially in Meru North, Samburuland and other parts of this country to sit down and come up with a solution to this problem. They should also ask the Government to intervene in the best way possible to ensure that they do not leave them at risk. Some of us are being blamed for not doing enough. What can a Member of Parliament do to recover cattle that has been stolen by people who have guns? That is impossible, unless you asked your communities to retaliate by taking action that we would not want to see in a society where we believe in the rule of law and where we expect the Government to take the lead in terms of protecting victims and taking action against those involved in these kind of activities. If this will resolve this perennial problem, I will support the Motion. It is up to the Government to take appropriate measures. It is good that the Minister is here, what we need is action. That action can be taken without forming a committee because we know the causes of cattle-rustling. We know who is doing what and why it is being done. We are just not taking enough action to resolve this matter."
