    "content": "Therefore, Mr. Temporary Deputy Speaker, Sir, we need a wide representation in this Committee because, surely, if I became the President of the Republic of Kenya tomorrow, the first thing I would do is to create another international capital city either south of Suguta Valley or somewhere in Isiolo, thus opening up another development corridor in that region. It is through development that you deal with issues of insecurity! It is, therefore, not just an issue of arming police officers or increasing personnel. It is a wider issue than just the local security issues. We need to look at under development in that area as part of the reasons why we have had insecurity in the northern part of this country."
