    "content": "Mr. Temporary Deputy Speaker, Sir, the Minister has said that they have deployed Anti-Stock Theft Unit (ASTU) personnel, but they have not done anything. We still see people being killed. Livestock is still being stolen. People are being put through severe suffering. Therefore, I beg my colleagues to support this Motion. Kenyans have suffered a lot because of cattle-rustling. Notwithstanding the region from which the various hon. Members come, my intention in bringing this Motion is to help Kenyans live in peace. When you struggle and manage to have some livestock, nobody should come at night and take them away."
