"content": "I want to start by saying that it is important that we understand that councillors are law makers. Councillors make by-laws as provided for under Cap.265, Laws of Kenya. The by-laws that they make are binding to the Kenyan citizens. Even when we attend Local Authorities courts, we find that Kenyans, on a day-to-day basis, contravene Local Authorities by-laws, and that magistrates convict the offenders by use of Local Authorities by-laws. So, councillors play a very pivotal role in the making of laws for this country. Hence the need to respect the kind of work they do in the villages and in the areas they represent."
