    "content": "this Motion because I believe that councillors, just like Members of Parliament, are in the same predicament of living in a society and dealing with people who are poor and, therefore, if you are not able to take care of the basic needs of your voters, you are considered a failed leader. On principle, I would like to register my great disappointment in the Office of the Deputy Prime Minister and Ministry of Local Government. The disappointment is that we did promise that we would bring this amendment as soon as we came into this House last year. That was one of the key promises given by the Deputy Prime Minister and Minister for Local Government when we were debating the Ministry's vote. Therefore, the disappointment is that, as usual, this Government is telling us that until we put pressure, by Members bringing such Motions, is when they will remember that they had made promises to amend relevant Acts that will bring a great difference in the way local authorities are run."
