"content": "Mr. Temporary Deputy Speaker, Sir, I am moving that we adjourn this debate for the following three reasons. I think hon. Members will find that the reasons are very good. As I explained in the beginning, our Ministry has done a lot on payment of salaries to councillors. Initially, the delay was because we were told that we should wait for the new Constitution which would then provide for all these issues that are under discussion today. As a Ministry, we have decided that we will not wait for the new Constitution. We will make the necessary amendments as soon as possible."
