    "content": "We should have a provision of clear instructions to leading agencies. Last time, the leading agency was the Kenya Red Cross and the World Food Programme. If under such reputable lead agencies, the Government lost Kshs17 million, how can we expect National Cereals and Produce Board, which does not have the kind of systems that Kenya Red Cross Society and the WFP have, to be able to check the kind of connivance, cheating and theft that is perpetuated by this Government?"
