    "content": "Mr. Temporary Deputy Speaker, Sir, I am convinced beyond doubt that if this Bill is passed and enacted into law, this country is going to create a lot of jobs for our youth. We have a lot of resources particularly maritime ones but unfortunately we have not made use of them. Most of our marine resources have been left to foreigners and actually for no use. I believe this Bill if enacted into law, is going to bring a lot of changes and create jobs."
