"content": "This Bill is important because Kenya is a major player in international trade in this part of the world. For a country that is very well situated to offer air, rail and road transport as well as communication to the surrounding countries, it is surprising that we do not have this kind of law. We desperately need this law. So, I would like to start by thanking my colleague, the Minister and his team, and all those who have been involved in preparing this Bill, which will be of great importance to the development of industry in this country. I recall that last year, when we had problem, Southern Sudan, Eastern Congo and all the countries in this region suffered a great deal."
