    "content": "Mr. Temporary Deputy Speaker, Sir, the only other point that I would like to make, as I sit down, is that we, as a Government and Government agencies, must act with restraint when citizens, whether teachers or anybody else, is demonstrating. They are exercising their freedom to assemble and to express themselves. Unless they flout the law, we should let those demonstrations go on. We should co-ordinate our acts - and that is where we must admit failure - so that we do not always respond with heavy hands."
