    "content": "Mr. Temporary Deputy Speaker, Sir, we must support this Motion because what the teachers are asking for is not a privilege. It is a right. They deserve this payment, not in two instalments, but in one instalment. Why do I say that? It is because they have given us more than enough notice. They have been involved in negotiations with the Government. They have asked that this payment be made in July, 2009. So, they are telling the Government; \"You have between now and July, 2009, to bring a Supplementary Budget before the House and get the money.\" It is possible. In other economies, for example, the USA and the UK, similar packages are being brought to the national parliaments for them to pass and enact legislation to create money in order to get those economies moving. Why can we not do the same?"
