    "content": "I wish to bring it to the notice of hon. Members that this is a continuation of the Second Session of the 10th Parliament as the House has not been prorogued by the President as provided for in Sections 58 and 59 of the Constitution of Kenya. The House shall transact its business as if it had been duly adjourned to this appointed day. A Session commences when the House first meets after its prorogation or dissolution and terminates when the National Assembly is prorogued or dissolved without having been prorogued."
