    "content": "Mr. Speaker, Sir, these are trained teachers and individuals who are actually currently employed by Boards of Governors (BOGs) and committees managing schools. But the Government is going to assist in helping the BOGs and those committees meet part of the costs of hiring them. They are trained and qualified teachers, but we do not have enough money in the Ministry to give them full salaries. That is what we mean by interns."
