Yes, it is true that the civil service pay package of about Kshs4 billion which was paid in July, 2008, was done over a period of six years in order to effect the harmonisation process. That is why the period of six years was suggested for the KNUT when the negotiations were going on. Therefore, you should be congratulating the Government that despite that set period of six years of harmonisation, we have been able to reduce it to three years. This was arrived at after having had two stalemates. In order to break the impasse, the Government painstakingly reduced the period from six years to three years. That is now the position."
