    "content": "Mr. Temporary Deputy Speaker, Sir, in conclusion, I would like to emphasize that The Merchant Shipping Bill, being a Bill for an Act of Parliament, is to make provisions for the registration and licensing of Kenyan ships, to regulate proprietary interactions or interests in ships and the terms of engagement of masters and seafarers and matters auxiliary thereto, and to provide for the prevention of collisions, the safety of navigation, cargoes, carriage of bulk and dangerous cargoes, the liability of ship owners and others, and the inquiries and investigations into marine casualties and consolidate the law relating to shipping and for the connected purposes."
