    "content": "So, I want to congratulate the Minister. It has taken a long time. We waited for this Bill in the last Parliament. I am happy that it has finally come. This Bill must be supported by this House because, every lawyer who is a practitioner of maritime law at the Coast Province and other places in this country knows for a fact that every time we need to arrest a ship which has committed an offence in the high seas, or a ship which has caused an accident, or a ship which is not paying wages to the crew, the applications and the format in which we will have to present this case to the court is always based on the practice of the English law."
