    "content": "This means we will be able to know every passenger who is aboard the vessels that will be coming to Kenya. This has not been happening. Previous to this, we could have all manner of people coming into this country without the official knowledge of the Government of Kenya or the maritime authorities of this Republic. This is a big improvement. It is something we need to hammer again and again. This brings Kenya to a very high level in terms of the international maritime practice. We should commend the Minister for bringing this Bill for enactment into law."
