    "content": "Clause 367 of the Bill requires that all the births and the deaths that may have taken place aboard a ship must be recorded with the Director General. Again, this is something which covers a lot in terms of improving the safety and the records of people aboard the vessels. This also means that, for the first time, as a country, we will be able o tell with certainty who will be coming to this country and who will be leaving this country."
