    "content": "Why would we allow somebody to run billions of shillings in credit in the oil industry and yet we know that before the goods leave the Kenya Pipeline Company (KPC) bonded warehouses, one's bank must confirm that it will pay. The Kenya Revenue Authority (KRA) must collect the revenue before the goods leave. In what circumstances are we being told that the Kshs2 billion is uncollected? What are we doing as Parliament? The challenge is to us in the Government and Parliament as well. I do not think that Government and Parliament have acquitted themselves before the eyes of Kenyans in the performance of our duties."
