    "content": "Madam Temporary Deputy Speaker, I appreciate that the Assistant Minister is trying to answer this Question. He has talked about the idea of community policing. I think that is 3974 PARLIAMENTARY DEBATES December 10, 2008 very important especially where we have one or two cows stolen. The local people should be able to assist the chiefs who are directly under the Assistant Minister to identify the thieves and report them. Could I ask the Assistant Minister to ensure that he strengthens community policing, so that the thieves are identified by the communities and reported to his office for action?"
