    "content": "Madam Temporary Deputy Speaker, it would be difficult to asses compensation to be given to an individual who cannot access justice. I think the bit the Government can do is to ensure that we avail these facilities. For us to build these institutions, we need money. It is not that the Government does not intend to have them but the limited resources we have do not allow us to do so. We may not be able to talk of compensating Kenyans for not accessing justice. It would be difficult. However, the Government will commit itself to ensure that these facilities are availed to Kenyans."
