    "content": "(a) The establishment of tree nurseries in the primary schools as I saw on the found was really successful. However, the actual tree planting programme faced many challenges and is generally unsuccessful. One of such challenges that I established was that there was no ownership by the community. There was also lack of ownership by the students, and as such we cannot rate the programme as having been successful, even though we have seen very many nurseries. In Emuhaya, 20 schools were allocated Kshs60,000 each through the ESP, and they started their projects, which are in various stages of development."
