My December 10, 2008 PARLIAMENTARY DEBATES 4035 concern was that this House has been passing Bills without the necessary quorum. I was, therefore, going to suggest that we have a clause that makes it mandatory for a quorum to be there before a vote is taken on legislation at the Second Reading Stage.
