When you look at Clause 16 - and I am a Member of that Committee and I must admit that, that was an oversight on our part - the original Bill which has already been read includes a minimum amount of local content. I mean there is a possibility of a real contention with what is \"minimum time\". I was wondering whether that could actually be defined; say like a quarter, one-third and so on."
