The reason why we felt the need to add the words \"commission\" immediately after the word \"Minister\" is that we anticipated a situation where generally, we believe Ministers will act in good faith, but just to be absolutely sure that there is a commission that is established. If you look at Clause 2, it is to facilitate the development of the information and communication sector: So, we wanted to ensure that commission itself--- The Minister refers to the commission specifically. We would expect that naturally, he would do it. But in the media industry, sometimes there might be occasions when the Minister may act without consultation.
