    "content": " Mr. Temporary Deputy Chairman, Sir, the proposal is accepted, because it proposes to extend the time within which the commission shall respect and uphold vested rights and interests of parties holding broadcasting permits, so that nobody becomes a victim of time limits. It is useful for purposes of those already holding the permits. Part (b) introduces an additional amendment to the Penal Code in an effort to accommodate electronic offences which hitherto have been not included. So, it is a new section because in this law we are also introducing the electronic transactions."
