    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I just want to put on record this House's appreciation of the efforts that were started by Mr. Oloo Aringo. He is the one who started this process. Unfortunately, he was not able to make it back to the Tenth Parliament. His work was built upon by Messrs. Mbau and Ogindo. I also want to thank them for their efforts to make sure that this Bill has seen the light of the day. We, as Parliament, will now have the power to interrogate the Budget-making process and refuse to be ambushed. We, as Parliament, must use this power for the benefit of Kenyans."
