    "content": "Mr. Speaker, Sir, the entire transaction with the community or individuals who sold their land was on the basis of a private treaty between the concerned community and the Ministry of Agriculture and Mumias Sugar Company. There was never a process under the Compulsory Acquisition Act which would have then enabled the community or persons affected to the appropriate tribunal. If not, they would have gone further and appealed to the High Court. However, they elected themselves and negotiated the sale of their land directly. I really have no role to play because they accepted the money and that was the end of the matter."
