    "content": "Mr. Speaker, Sir, the information I have is that during the negotiations, the Government found leases to be cumbersome because they would depend on person to person. It was decided that it should be an outright purchase. That is what was negotiated and agreed. If the hon. Member has evidence that, in fact, these were leases, then I am ready to be shown those leases. This is because if they were leases for more than one year, for them to become enforceable in law, they should have been registered. I am waiting to see the evidence of that."
