    "content": "Mr. Speaker, Sir, I am not sure I got what Mr. Ethuro has asked. I, however, said that we are basing our statistics on the population census of 1999. What happened is that when the KIHBS was done, there were queries. When I answered a Question here last week, I said that for us to get the right statistics, we need to have the national population census and the KIHBS being done simultaneously.
