"content": "(Mr. Kenneth): Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware. While it is true that the economy grew by 7 per cent in 2007, and by that implication, poverty levels should have fallen, it should be noted that there is normally a lag before the impact is felt. A rise in the poverty levels was also triggered by the post-election violence that occurred early this year and worsened by the increase in global food and fuel prices experienced towards the middle of the year. (b) Under the Poverty Eradication Commission (PEC), I am aware of the problem. The Commission, which was created in 1989 through a Presidential Decree Legal Notice No.2295 to spearhead the fight against poverty in this country, has a wide mandate which include, amongst others, advising the Government on a pro-poor policy option and effectiveness of the various poverty eradication strategies adopted by the Government. (c) To address the concerns on Poverty Eradication Committee, we have set up a task force to look at the recommendations of evaluation of the PEC and advise the Government on ways to re-engineer the Commission. We have further made various requests to the Ministry of Finance for additional funds for the Commission during this financial year. That includes a total amount of Kshs17 million for the Recurrent Budget and a further Kshs140 million for Development, which we hope would be possible for the Treasury to provide."
