    "content": "Mr. Speaker, Sir, the Ministry of Water and Irrigation is doing exactly that. They are surveying all the major towns so that this can be programmed. The problem is the haphazard manner in which it has been done. There were no standards or policies. But these are being instituted so that as a town grows, then it gets all the relevant services like sewerage and water. So, that is now being done in a programmed and systematic manner, instead of the previous haphazard manner."
