    "content": "Madam Temporary Deputy Speaker, you know, the law covers every Kenyan. If you engage in any criminal activity, the law will catch up with you. You will be arrested, whether you are under-age or not. However, if you are an under-age, you will not be put in the same cell with adults. There is a cell for juvenile prisoners. So, the hon. Member, who is a very good friend of mine, should advise his constituents to avoid engaging in criminal activities in Mumias Town. Otherwise, the law will catch up with anybody who is doing anything contrary to the law."
