    "content": "There is no institutional framework to co-ordinate these policies. As a result, the implementation has resulted into unco-ordinated and unpredictable trade development processes. This has led to conflicting rules, regulations and practices affecting trade. An effective trade policy, therefore, leads to a systematic and consistent approach in the implementation and use of trade policies in order to achieve the broad objectives of enhanced productivity, competitiveness in goods and services, trade and economic growth. The Office of the Deputy Prime Ministry and Ministry of Trade is in the process of December 03, 2008 PARLIAMENTARY DEBATES 3801 finalising the National Trade Policy. A draft has been prepared and the Ministry intends to subject it to stakeholders before the end of November, 2008. This has been done! A multi-sectoral taskforce to finalise the legal framework for the National Trade Policy has been formed. The legal framework will define how trade negotiations will be conducted. (b) Once the trade policy has been finalised, it will be introduced in Parliament as a Sessional Paper for consideration and adoption by March, 2009. The National Trade Policy seeks to consolidate existing policies and development of coherent trade policies. It seeks to identify the policy environment that is necessary for trade to tourists drawing upon experiences in successful economies. It analyses trade challenges and constraints in various sectors within the context of existing trade policies. It prescribes future policies and programs to sustain the economy within the tenets of Vision 2030. Further, the National Trade Policy establishes linkages between domestic trade and external trade policies and competitiveness of the economy."
