    "content": "Mr. Speaker, Sir, I have a receipt that was issued by the Nairobi City Council for a bag that was weighing more than 110 kilogrammes. The bag was actually weighing 220 kilogrammes. This is the same legal entity that is supposed to enforce the same order that the Assistant Minister has mentioned. Could we get a clarification from him as to whether these rules are meant for all the local authorities or just particular ones? This receipt came from the Nairobi City Council and I can table it as evidence."
