    "content": "(b) All sugar companies honour and pay farmers except in cases where sugar companies have challenged the ruling made by the Sugar Arbitration Tribunal in the High Court. (c) I cannot take disciplinary action on millers who have filed an appeal at the High Court. Madam Temporary Deputy Speaker, we have a Bill in this House called the Sugar (Amendment) Bill of 2011. In it, we have put an amendment whereby we are giving the Arbitration Tribunal some powers to deal with millers who are not honouring awards made by the arbitration."
