    "content": "Mr. Speaker, Sir, I have said that, even as a Ministry, we are embarrassed by the speed at which this contractor has worked. That is why we have been charging him liquidated damages of Kshs15,000 per day. Our patience is now over and we are going to cancel the contract and re-tender it. However, I would like to assure this House that the City Council of Nairobi will not lose any money, because he has been paid only 85 per cent of the contract sum, but the works done on average constitute 90 per cent. So, we are not going to lose any money! Let this be a warning to all contractors that there is a new broom now in the Office of the Deputy Prime Minister and Ministry of Local Government: We are not going to accept shoddy works. We are not going to accept contractors who delay projects! A new broom is sweeping and results will be seen very soon!"
