    "content": "On a point of order, Madam Temporary Deputy Speaker. I do understand the handicap the Assistant Minister may be having in relation to the interpretation of that order. I do understand; I appreciate it. However, he must understand that, that order is very clear. The decision of the PSC had not been effected by the time the order was issued. Is it in order for him to proceed before the House as if the decision of the PSC had been implemented by the time the order was issued?"
