    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 14 be amended in Subclause (2) by- (a) Inserting the following new paragraph immediately after paragraph (a)- \"(b) shall publish the names of persons or institutions whose words or conduct may undermine or have undermined or contributed towards undermining good ethnic relations, or who are involved in ethnic discrimination or the propaganda of ethnic hate; (b) renumbering the existing paragraphs (b), (c), (d), and (e) as paragraphs (c), (d), (e) and (f) respectively. Mr. Temporary Deputy Speaker, Sir, this is to enable the Commission to publish names of persons or institutions whose words or conduct may undermine, or have undermined or contributed to undermining, the good ethnic relations and who are involved in discrimination and/or propagating ethnic hatred."
