    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT the Bill be amended by deleting Clause 31 and substituting therefor the following- Regulations The Minister may, in consultation with the Commission, make regulations for or with respect to- (a) prescribing matters in connection with the exercise of powers by the Commission or the Commission Secretary; (b) prescribing forms for the purposes of this Act; (c) prescribing penalties, not exceeding a fine of fifty thousand shillings or imprisonment for a term of six months, for breaches of the regulations;or (d) generally prescribing any matters or things required or permitted by this Act to be prescribed or necessary to be prescribed to give effect to this Act. Mr. Temporary Deputy Chairman, Sir, this is because as currently drafted, Clause 31 is limiting in scope, but this new Clause seeks to give the Minister a larger scope in making regulations."
