    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting new Clause 2C- 2C. A comparison of the case of a person of a particular ethnic group with that of a person not of that group under Sections 2A and 2B must be such that the relevant circumstances in the one case are the same, or not materially different, in another. Mr. Temporary Deputy Chairman, Sir, again the purpose is to add substance to the law by outlawing comparison of persons of different ethnic groups."
